Indiana is a state located in the Midwestern United States. As of the 2021 census estimate, the state had 6,805,985 residents. There are 569 municipalities.
Under Indiana law, a municipality must have a minimum of 2,000 people to incorporate as a city. Except as noted, all cities are "third-class" cities with a seven-member city council and an elected clerk-treasurer. "Second-class" cities had a population of at least 34,000 and up to 600,000 at time of designation, and have a nine-member city council and an elected clerk. Indianapolis is the only "first-class" city in Indiana under state law, making it subject to a consolidated city-county government known as Unigov. A town is differentiated from a city in that a town can not become a city until it has a population of at least 2,000. The form of government is also different from that of a city in that the council is both the legislative and executive branches of government. The mayor is selected by the council from within its ranks and operates as a first among equals. [1]

In the United States, a county or county equivalent is an administrative or political subdivision of a U.S. state or other territories of the United States which consists of a geographic area with specific boundaries and usually some level of governmental authority. The term "county" is used in 48 states, while Louisiana and Alaska have functionally equivalent subdivisions called parishes and boroughs, respectively. The specific governmental powers of counties vary widely between the states, with many providing some level of services to civil townships, municipalities, and unincorporated areas. Certain municipalities are in multiple counties; New York City is uniquely partitioned into five counties, referred to at the city government level as boroughs. Some municipalities have been consolidated with their county government to form consolidated city-counties, or have been legally separated from counties altogether to form independent cities. Conversely, counties in Connecticut, Rhode Island, eight of Massachusetts's 14 counties, and Alaska's Unorganized Borough have no government power, existing only as geographic distinctions.
Warren County is a county in the U.S. state of Indiana. It lies in the western part of the state between the Illinois state line and the Wabash River. According to the 2020 census, it had a population of 8,440. Its county seat is Williamsport.
Vermillion County lies in the western part of the U.S. state of Indiana between the Illinois border and the Wabash River. As of the 2020 census, the population was 15,439. The county seat is Newport. It was officially established in 1824 and was the fiftieth Indiana county created. Vermillion County is included in the Terre Haute, Indiana, Metropolitan Statistical Area. The county contains seven incorporated towns with a total population of about 9,900. as well as several unincorporated communities; it is also divided into five townships which provide local services. An interstate highway, two U.S. routes, and five state roads cross the county, as does a major railroad line.
Marion County is located in the U.S. state of Indiana. The 2020 United States census reported a population of 977,203, making it the 54th-most populous county in the U.S., the most populous county in the state, and the main population center of the 11-county Indianapolis–Carmel–Greenwood MSA in central Indiana. Indianapolis is the county seat, the state capital, and most populous city. Marion County is consolidated with Indianapolis through an arrangement known as Unigov.
Hendricks County is a county in the U.S. state of Indiana. As of the 2020 United States Census, the population was 174,788. The county seat is the town of Danville.
Fayette County is one of 92 counties in U.S. state of Indiana located in the east central portion of the state. As of 2020, the population was 23,398. Most of the county is rural; land use is farms, pasture and unincorporated woodland. The county seat and only incorporated town is Connersville, which holds a majority of the county's population.
Boone County is a county in the U.S. state of Indiana. As of 2020, the population was 70,812. The county seat is Lebanon.
Fishers is a city in Fall Creek and Delaware townships, Hamilton County, Indiana, United States. As of the 2010 census the population was 76,794, and by 2019 the estimated population was 95,310. A suburb of Indianapolis, Fishers has grown rapidly in recent decades: about 350 people lived there in 1963, 2,000 in 1980, and only 7,500 as recently as 1990.
Unigov is the colloquial name adopted by the city of Indianapolis, Indiana, to describe its consolidated city–county government. By an act of the Indiana General Assembly, Indianapolis consolidated with the government of Marion County in 1970.
Most U.S. states and territories have at least two tiers of local government: counties and municipalities. Louisiana uses the term parish and Alaska uses the term borough for what the U.S. Census Bureau terms county equivalents in those states. Civil townships or towns are used as subdivisions of a county in 20 states, mostly in the Northeast and Midwest.
The government of Indiana is established and regulated by the Constitution of Indiana. The state-level government consists of three branches: the judicial branch, the legislative branch, and the executive branch. The three branches share power and jointly govern the state of Indiana. County and local governments are also constitutional bodies with limited authority to levy taxes, pass legislation, and create and maintain local public infrastructure.
