Arkansas is a state in the Southern United States. According to the 2020 United States census, it is the 33rd most populous state with 3,011,524 inhabitants and the 27th largest by land area spanning 52,035 square miles (134,770 km2) of land. [1] Arkansas is divided into 75 counties and contains 500 [lower-alpha 1] [lower-alpha 2] [lower-alpha 3] municipalities consisting of cities and towns as of the 2020 United States census. [4]
Arkansas municipalities are divided into three categories based on population. [5] Cities of the first class have or have had a population over 2,500, cities of the second class have between 500 and 2,499 people, and incorporated towns have 499 or fewer people; state law, however, provides mechanisms for a municipality to increase or decrease its classification despite not meeting the usual population requirement. [6] Several classes of municipalities in Arkansas have different obligations, with incorporated towns often having less.
The largest municipality by population is the state capital of Little Rock with 202,591 residents while the smallest by population is Victoria with 20 residents. [7] The largest municipality by land area is Little Rock, which spans 120.046 sq mi (310.92 km2), while the smallest is Oakhaven at 0.046 sq mi (0.12 km2). [8]
Arkansas municipalities are divided into three categories based on population according to the laws in the 2020 Arkansas Code Title 14. [5] The state does not use villages or civil townships as possible designations for its minor civil divisions. [9]
Cities of the first class have a population over 2,500 and elect two council members per ward (elected at-large or by ward, or both). Any municipal expense over $20,000 goes to bidding by default in cities of the first class only. Only cities of the first class must hold elections for vacant mayoralty lasting more than one year, and must elect a city attorney to a four-year term. Cities of the first class must have a city clerk and may have a treasurer elected for a four-year term (or the role combined with city clerk). Cities of the first class must create a planning commission with at least five members and may have a police department superintended by a mayor. There are retirement benefits available if certain conditions are met for mayors and city clerks or treasurers. [10]

Washington County is a regional economic, educational, and cultural hub in the Northwest Arkansas region. Created as Arkansas's 17th county on November 30, 1848, Washington County has 13 incorporated municipalities, including Fayetteville, the county seat, and Springdale. The county is also the site of small towns, bedroom communities, and unincorporated places. The county is named for George Washington, the first President of the United States.
Benton County is a county within the Northwest Arkansas region with a culture, economy, and history that have transitioned from rural and agricultural to suburban and white collar since the growth of Walmart, which is headquartered in Benton County. Created as Arkansas's 35th county on September 30, 1836, Benton County contains thirteen incorporated municipalities, including Bentonville, the county seat, and Rogers, the most populous city. The county was named after Thomas Hart Benton, a U.S. Senator from Missouri influential in Arkansas statehood.
Bethel Heights was a city in Benton County, Arkansas, United States. Always a small, sparsely populated community, the region coalesced around a school named Bethel in the late 19th century but did not incorporate until 1967 to avoid annexation by larger neighboring communities. The town offered police and fire protection and wastewater service to residents, but sent students to Springdale Public Schools and purchased water from Springdale Water Utilities. By the 21st century, Northwest Arkansas was gaining population rapidly, and Bethel Heights reincorporated as a city and grew from a population of 714 in 2000 to 2,372 at the 2010 census. Growth put pressure on the city's subsurface discharge wastewater treatment system, and following a series of wastewater treatment plant violations, voters dissolved the city and completely annexed into Springdale in August 2020.
Springdale is the fourth-most populous city in Arkansas, United States. It is located in both Washington and Benton counties in Northwest Arkansas. Located on the Springfield Plateau deep in the Ozark Mountains, Springdale has long been an important industrial city for the region. In addition to several trucking companies, the city is home to the world headquarters of Tyson Foods, the world's largest meat producing company. Originally named Shiloh, the city changed its name to Springdale when applying for a post office in 1872. It is included in the four-county Northwest Arkansas Metropolitan Statistical Area, which is ranked 102nd in terms of population in the United States with 546,725 in 2020 according to the United States Census Bureau. The city had a population of 84,161 at the 2020 Census.
Huntsville is a city in and the county seat of Madison County, Arkansas, United States. The population was 2,879 at the 2020 census, up from 2,346 in 2010. During the American Civil War in 1862, it was the site of what became known as the Huntsville Massacre. Huntsville is part of the Northwest Arkansas region.
In the United States, the meaning of village varies by geographic area and legal jurisdiction. In formal usage, a "village" is a type of administrative division at the local government level. Since the Tenth Amendment to the United States Constitution prohibits the federal government from legislating on local government, the states are free to have political subdivisions called "villages" or not to and to define the word in many ways. Typically, a village is a type of municipality, although it can also be a special district or an unincorporated area. It may or may not be recognized for governmental purposes.
The state of Michigan is largely divided in the same way as many other U.S. states, but is distinct in its usage of charter townships. Michigan ranks 13th among the fifty states in terms of the number of local governmental entities.
Local government in Pennsylvania is government below the state level in Pennsylvania. There are six types of local governments listed in the Pennsylvania Constitution: county, township, borough, town, city, and school district. All of Pennsylvania is included in one of the state's 67 counties, which are in total subdivided into 2,560 municipalities. There are currently no independent cities or unincorporated territories within Pennsylvania. There is only one incorporated town in Pennsylvania, Bloomsburg.
Northwest Arkansas (NWA) is a metropolitan area and region in Arkansas within the Ozark Mountains. It includes four of the ten largest cities in the state: Fayetteville, Springdale, Rogers, and Bentonville, the surrounding towns of Benton and Washington counties, and adjacent rural Madison County, Arkansas. The United States Census Bureau-defined Fayetteville–Springdale–Rogers Metropolitan Statistical Area includes 3,213.01 square miles (8,321.7 km2) and 576,403 residents, ranking NWA as the 98th most-populous metropolitan statistical area in the U.S. and the 13th fastest growing in the United States.
