New Hampshire is a state located in the Northeastern United States. It is divided into 234 municipalities, including 221 towns and 13 cities. New Hampshire is organized along the New England town model, where the state is nearly completely incorporated and divided into towns, 13 of which are designated as "cities". For each town/city, the table lists the county to which it belongs, its date of incorporation, its population according to the 2020 census, its form of government, and its principal villages. Cities are indicated in boldface. Cities and towns are treated identically under state law.
New Hampshire also has a small number of townships, grants, gores and other unincorporated areas which are not part of any municipality. These are small and rare, with most located in Coös County, and cover a small amount of the land and population of the state.
Historically, the distinction between towns and cities was the form of government. Towns are led by a board of selectmen, who enforce municipal ordinances enacted during town meetings. Cities are led by a mayor, who enforces ordinances passed by a city council or a board of aldermen. City charters are granted by special act of the New Hampshire General Court. The most recent town to be granted city status was Lebanon, in 1957. In 1979, the General Court established new processes for towns to change the form of government, and such changes no longer confer city status. Towns may adopt a new charter for a representative government, such as a council-manager form, and retain their status as a town with a more limited form of town meeting.

Town meeting, also known as an "open town meeting," is a form of local government in which eligible town residents can directly participate in an assembly which determines the governance of their town. Unlike representative town meeting where only elected representatives can participate in the governing assembly, any town voter may participate in an open town meeting. This form is distinct from town hall meetings held by elected officials to communicate with their constituents, which have no decision-making power.
A civil township is a widely used unit of local government in the United States that is subordinate to a county, most often in the northern and midwestern parts of the country. The term town is used in New England, New York, as well as Wisconsin to refer to the equivalent of the civil township in these states; Minnesota uses "town" officially but often uses it and "township" interchangeably. Specific responsibilities and the degree of autonomy vary in each state. Civil townships are distinct from survey townships, but in states that have both, the boundaries often coincide and may completely geographically subdivide a county. The U.S. Census Bureau classifies civil townships as minor civil divisions. Currently, there are 20 states with civil townships.
A town council, city council or municipal council is a form of local government for small municipalities.
A municipal borough was a type of local government district which existed in England and Wales between 1836 and 1974, in Northern Ireland from 1840 to 1973 and in the Republic of Ireland from 1840 to 2002. Broadly similar structures existed in Scotland from 1833 to 1975 with the reform of royal burghs and creation of police burghs.
The select board or board of selectmen is commonly the executive arm of the government of New England towns in the United States. The board typically consists of three or five members, with or without staggered terms. Three is the most common number, historically.
Most U.S. states and territories have at least two tiers of local government: counties and municipalities. Louisiana uses the term parish and Alaska uses the term borough for what the U.S. Census Bureau terms county equivalents in those states. Civil townships or towns are used as subdivisions of a county in 20 states, mostly in the Northeast and Midwest.
The State of New Hampshire has a republican form of government modeled after the Government of the United States, with three branches: the executive, consisting of the Governor of New Hampshire and the other elected constitutional officers; the legislative, called the New Hampshire General Court, which includes the Senate and the House of Representatives; and the judicial, consisting of the Supreme Court of New Hampshire and lower courts.
Massachusetts shares with the five other New England states a governmental structure known as the New England town. Only the southeastern third of the state has functioning county governments; in western, central, and northeastern Massachusetts, traditional county-level government was eliminated in the late 1990s. Generally speaking, there are four kinds of public school districts in Massachusetts: local schools, regional schools, vocational/technical schools, and charter schools.
A representative town meeting, also called "limited town meeting", is a form of municipal legislature particularly common in Connecticut and Massachusetts, and permitted in Maine, Vermont and New Hampshire.
Municipal corporation is the legal term for a local governing body, including cities, counties, towns, townships, charter townships, villages, and boroughs. The term can also be used to describe municipally owned corporations.
The town is the basic unit of local government and local division of state authority in the six New England states. Most other U.S. states lack a direct counterpart to the New England town. New England towns overlie the entire area of a state, similar to civil townships in other states where they exist, but they are fully functioning municipal corporations, possessing powers similar to cities and counties in other states. New Jersey's system of equally powerful townships, boroughs, towns, and cities is the system which is most similar to that of New England. New England towns are often governed by a town meeting, an assembly of eligible town residents. The great majority of municipal corporations in New England are based on the town model; there, statutory forms based on the concept of a compact populated place are uncommon, though elsewhere in the U.S. they are prevalent. County government in New England states is typically weak, and in some states nonexistent. Connecticut, for example, has no county governments, nor does Rhode Island. Both of those states retain counties only as geographic subdivisions with no governmental authority, while Massachusetts has abolished eight of fourteen county governments so far. Counties serve mostly as dividing lines for the states' judicial systems and some other state services in the southern New England states while providing varying services in the more sparsely populated three northern New England states.
A municipal council is the legislative body of a municipality or local government area. Depending on the location and classification of the municipality it may be known as a city council, town council, town board, community council, rural council, village council, or board of aldermen.
Local government in New Jersey is composed of counties and municipalities. Local jurisdictions in New Jersey differ from those in some other states because every square foot of the state is part of exactly one municipality; each of the 564 municipalities is in exactly one county; and each of the 21 counties has more than one municipality. New Jersey has no independent cities, nor consolidated city-counties.
Local government in New Hampshire consists of county, school district, and municipal governments.
The city government of Chelsea, Massachusetts was incorporated in 1857. From 1739 to 1857, Chelsea was incorporated as a town. From 1857 to 1991, the city's head of government was the mayor of Chelsea. The office of mayor ceased to exist after the city went into receivership. Since 1995, Chelsea has been led by a city manager.
Local government in Pennsylvania is government below the state level in Pennsylvania. There are six types of local governments listed in the Pennsylvania Constitution: county, township, borough, town, city, and school district. All of Pennsylvania is included in one of the state's 67 counties, which are in total subdivided into 2,560 municipalities. There are currently no independent cities or unincorporated territories within Pennsylvania. There is only one incorporated town in Pennsylvania, Bloomsburg.
The New York City Board of Aldermen was a body that was the upper house of New York City's Common Council from 1824 to 1875, the lower house of its Municipal Assembly upon consolidation in 1898 until the charter was amended in 1901 to abolish the Municipal Assembly and its upper house, and its unicameral legislature from 1875 to 1897 and 1902 to 1937. The corresponding lower house was known as the Board of Assistants or the Board of Assistant Aldermen from 1824 to 1875, while the upper house was known as the Council from 1898 to 1901. In 1938 a new charter came into effect that replaced the Board of Aldermen with the New York City Council.
The Boston City Charter is a series of State statutes which codifies a system of rules for the government of the City of Boston, Massachusetts. The Charter is not a typical city constitution but rather a series of amendments, General Court rulings, and case law which form the basis of government. The central organs of the Boston City Charter are the Mayoral Office and City Council. The composition of these offices, their term length, manner of election, and scope of power have changed throughout the years.
