List of towns in England

This is a list of towns in England.

Historically, towns were any settlement with a charter, including market towns and ancient boroughs. The process of incorporation was reformed in 1835 and many more places received borough charters, whilst others were lost. All existing boroughs were abolished on 1 April 1974 and borough status was reformed as a civic honour for local government districts. At the same time a limited number of former boroughs and other settlements became successor parishes, with the right to be known as a town and preserve their charter. Boroughs that did not become successor parishes formed unparished areas, but were able to preserve their charters without a corporate body by appointing charter trustees. Since 1 April 1974 any parish council in England has the right to resolve to call itself a town council and many communities have taken up this right, including areas that preserved continuity with charter trustees. However, no successor parishes have exercised this right (e.g. Ilkley).

A borough is an administrative division in various English-speaking countries. In principle, the term borough designates a self-governing walled town, although in practice, official use of the term varies widely.

City status in the United Kingdom Status granted by royal charter to settlements in the United Kingdom

City status in the United Kingdom is granted by the monarch of the United Kingdom to a select group of communities: as of 2014, there are 69 cities in the United Kingdom – 51 in England, six in Wales, seven in Scotland and five in Northern Ireland. The holding of city status gives a settlement no special rights. This appellation carries its own prestige and competition for the status is hard-fought.

Kirklees is a local government district of West Yorkshire, England, governed by Kirklees Council with the status of a metropolitan borough. The largest town and administrative centre of Kirklees is Huddersfield, and the district also includes Batley, Birstall, Cleckheaton, Denby Dale, Dewsbury, Heckmondwike, Holmfirth, Kirkburton, Marsden, Meltham, Mirfield and Slaithwaite. County borough is a term introduced in 1889 in the United Kingdom of Great Britain and Ireland, to refer to a borough or a city independent of county council control, similar to the unitary authorities created since the 1990s. They were abolished by the Local Government Act 1972 in England and Wales, but continue in use for lieutenancy and shrievalty in Northern Ireland. In the Republic of Ireland they remain in existence but have been renamed cities under the provisions of the Local Government Act 2001. The Local Government (Wales) Act 1994 re-introduced the term for certain "principal areas" in Wales. Scotland did not have county boroughs but instead counties of cities. These were abolished on 16 May 1975. All four Scottish cities of the time—Aberdeen, Dundee, Edinburgh, and Glasgow—were included in this category. There was an additional category of large burgh in the Scottish system, which were responsible for all services apart from police, education and fire.

In England, a civil parish is a type of administrative parish used for local government. It is a territorial designation which is the lowest tier of local government below districts and counties, or their combined form, the unitary authority. Civil parishes can trace their origin to the ancient system of ecclesiastical parishes which historically played a role in both civil and ecclesiastical administration; civil and religious parishes were formally split into two types in the 19th century and are now entirely separate. The unit was devised and rolled out across England in the 1860s.

Municipal boroughs were a type of local government district which existed in England and Wales between 1835 and 1974, in Northern Ireland from 1840 to 1973 and in the Republic of Ireland from 1840 to 2002. Littleborough is a town within the Metropolitan Borough of Rochdale, in Greater Manchester, England. It is located in the upper Roch Valley by the foothills of the South Pennines, 3 miles (4.8 km) northeast of Rochdale and 12.6 miles (20.3 km) north-northeast of Manchester; Milnrow and the M62 motorway are to the south, and the rural uplands of Blackstone Edge are to the east. The County Borough of Leeds, and its predecessor, the Municipal Borough of Leeds, was a local government district in the West Riding of Yorkshire, England, from 1835 to 1974. Its origin was the ancient borough of Leeds, which was reformed by the Municipal Corporations Act 1835. In 1889, when West Riding County Council was formed, Leeds became a county borough outside the administrative county of the West Riding; and in 1893 the borough gained city status. The borough was extended a number of times, expanding from 21,593 acres (8,738 ha) in 1911 to 40,612 acres (16,435 ha) in 1961; adding in stages the former area of Roundhay, Seacroft, Shadwell and Middleton parishes and gaining other parts of adjacent districts. In 1971 Leeds was the fifth largest county borough by population in England. The county borough was abolished in 1974 and replaced with the larger City of Leeds, a metropolitan district of West Yorkshire.

Borough status in the United Kingdom is granted by royal charter to local government districts in England, Wales and Northern Ireland. The status is purely honorary, and does not give any additional powers to the council or inhabitants of the district. In Scotland, similarly chartered communities were known as royal burghs, although the status is no longer granted.

Successor parishes are civil parishes with a parish council created by the Local Government Act 1972 in England. They replaced, with the same boundaries, a selected group of urban districts and municipal boroughs that were abolished in 1974. Most successor parish councils exercised the right to call themselves towns. A total of 300 successor parishes were formed from the former area of 78 municipal boroughs and 221 urban districts. Civil parishes are not permitted to cross district or county boundaries, and where the creation of a successor parish would cause this to happen, either only part of the former area became a parish or two parishes were formed.

England has never possessed a formal written constitution, with the result that modern administration is based on precedent, and is derived from administrative powers granted to older systems, such as that of the shires.

The City of Leeds ( ) is a local government district of West Yorkshire, England, governed by Leeds City Council, with the status of a city and metropolitan borough.
