This is a list of towns in England.
Historically, towns were any settlement with a charter, including market towns and ancient boroughs. The process of incorporation was reformed in 1835 and many more places received borough charters, whilst others were lost. All existing boroughs were abolished on 1 April 1974 and borough status was reformed as a civic honour for local government districts. At the same time a limited number of former boroughs and other settlements became successor parishes, with the right to be known as a town and preserve their charter. Boroughs that did not become successor parishes formed unparished areas, but were able to preserve their charters without a corporate body by appointing charter trustees. Since 1 April 1974 any parish council in England has the right to resolve to call itself a town council and many communities have taken up this right, including areas that preserved continuity with charter trustees. However, no successor parishes have exercised this right (e.g. Ilkley).
This list does not include cities in England.

A borough is an administrative division in various English-speaking countries. In principle, the term borough designates a self-governing walled town, although in practice, official use of the term varies widely.
City status in the United Kingdom is granted by the monarch of the United Kingdom to specific centres of population, which might or might not meet the generally accepted definition of cities. As of 22 November 2022, there are 76 cities in the United Kingdom—55 in England, seven in Wales, eight in Scotland, and six in Northern Ireland. Although it carries no special rights, the status of city can be a marker of prestige and confer local pride.
Rochester is a town in the unitary authority of Medway, in Kent, England. It is at the lowest bridging point of the River Medway, about 30 miles (50 km) from London. The town forms a conurbation with neighbouring towns Chatham, Rainham, Strood and Gillingham. Rochester was a city until losing its status as one in 1998 following the forming of Medway and failing to protect its status as a city. There have been ongoing campaigns to reinstate the city status for Rochester. In 2011 it had a population of 62,982.
Medway is a local government district with borough status in the ceremonial county of Kent, South East England. Its council, Medway Council, is a unitary authority, being a district council which also performs the functions of a county council; it is independent from Kent County Council. The borough had a population of 278,016 in 2019. It was formed in 1998 by merging the boroughs of Rochester-upon-Medway and Gillingham. The borough contains the towns of Chatham, Gillingham, Rainham, Rochester and Strood, which are collectively known as the Medway Towns.
The Borough of Dartford is a local government district with borough status in the north-west of the county of Kent, England. It is named after its main town of Dartford, where the council is based. Other notable settlements include Greenhithe, Stone and Swanscombe, along with an emerging new town at Ebbsfleet, and a number of smaller villages. It also includes Bluewater, one of the UK's largest shopping centres. The borough lies just outside the administrative boundary of Greater London, but a sizeable part of it lies within the M25 motorway which encircles London. Many of the borough's urban areas form part of the Greater London Built-up Area. The borough had a population of 116,800 at the 2021 census.
Basingstoke and Deane is a local government district with borough status in Hampshire, England. The main town is Basingstoke, where the council is based. The district also includes the towns of Tadley and Whitchurch, along with numerous villages and surrounding rural areas. The modern district was created in 1974, initially being called Basingstoke. It changed its name to "Basingstoke and Deane" in 1978 at the same time that it was made a borough; Deane was added to the name to represent the rural parts of the borough, being the area's smallest village.

In England and Wales, charter trustees are set up to maintain the continuity of a town charter or city charter after a district with the status of a borough or city has been abolished, until such time as a civil parish council or in larger settlements, a town council is established. Duties are limited to ceremonial activities such as the election of a mayor, and various other functions depending upon local customs and laws.
The Borough of Great Yarmouth is a local government district with borough status in Norfolk, England. It is named after its main town, Great Yarmouth, and also contains the town of Gorleston-on-Sea and a number of villages and rural areas, including part of The Broads. Other notable settlements include Caister-on-Sea, Hemsby, Hopton-on-Sea and Winterton-on-Sea.
In England, a civil parish is a type of administrative parish used for local government. It is a territorial designation which is the lowest tier of local government. Civil parishes can trace their origin to the ancient system of parishes, which for centuries were the principal unit of secular and religious administration in most of England and Wales. Civil and religious parishes were formally split into two types in the 19th century and are now entirely separate. Civil parishes in their modern form came into being through the Local Government Act 1894, which established elected parish councils to take on the secular functions of the parish vestry.

Until 2009 it was a lower-tier district council, with county-level services provided by Bedfordshire County Council. The county council was abolished in 2009, since when Bedford Borough Council has been a unitary authority, being a district council which also performs the functions of a county council.
Rochester-upon-Medway was a local government district in north Kent, England from 1974 to 1998. It covered Rochester, Chatham, Luton, Lordswood, Walderslade, Strood and the Hoo Peninsula.
The history of local government in England is one of gradual change and evolution since the Middle Ages. England has never possessed a formal written constitution, with the result that modern administration is based on precedent, and is derived from administrative powers granted to older systems, such as that of the shires.
