List of towns in England

This is a list of towns in England.

Historically, towns were any settlement with a charter, including market towns and ancient boroughs. The process of incorporation was reformed in 1835 and many more places received borough charters, whilst others were lost. All existing boroughs were abolished on 1 April 1974 and borough status was reformed as a civic honour for local government districts. At the same time a limited number of former boroughs and other settlements became successor parishes, with the right to be known as a town and preserve their charter. Boroughs that did not become successor parishes formed unparished areas, but were able to preserve their charters without a corporate body by appointing charter trustees. Since 1 April 1974 any parish council in England has the right to resolve to call itself a town council and many communities have taken up this right, including areas that preserved continuity with charter trustees. However, no successor parishes have exercised this right (e.g. Ilkley).

It also includes Bluewater, one of the UK's largest shopping centres. The borough lies just outside the administrative boundary of Greater London, but a sizeable part of it lies within the M25 motorway which encircles London. Many of the borough's urban areas form part of the Greater London Built-up Area. The borough had a population of 116,800 at the 2021 census.

Basingstoke and Deane is a local government district with borough status in Hampshire, England. The main town is Basingstoke, where the council is based. The district also includes the towns of Tadley and Whitchurch, along with numerous villages and surrounding rural areas. The modern district was created in 1974, initially being called Basingstoke. It changed its name to "Basingstoke and Deane" in 1978 at the same time that it was made a borough; Deane was added to the name to represent the rural parts of the borough, being the area's smallest village.

In England, a civil parish is a type of administrative parish used for local government. It is a territorial designation which is the lowest tier of local government. Civil parishes can trace their origin to the ancient system of parishes, which for centuries were the principal unit of secular and religious administration in most of England and Wales. Civil and religious parishes were formally split into two types in the 19th century and are now entirely separate. Civil parishes in their modern form came into being through the Local Government Act 1894, which established elected parish councils to take on the secular functions of the parish vestry.

The modern council was initially called Bedford District Council from 1974 to 1975, then North Bedfordshire Borough Council from 1975 until 1992, when the current name was adopted. Until 2009 it was a lower-tier district council, with county-level services provided by Bedfordshire County Council. The county council was abolished in 2009, since when Bedford Borough Council has been a unitary authority, being a district council which also performs the functions of a county council.
