Diving safety officer

Diving safety officer (DSO) is the title held by the person who administers a United States university's research diving safety program. They serve as a member of the institution's diving control board (DCB), and need broad technical and scientific expertise in research-related diving. Typical qualification includes training and experience as a scientific diver, regular membership in the American Academy of Underwater Sciences (AAUS), and qualification as a diving instructor from an internationally recognized certifying agency. The diving safety officer typically reports to a senior administrative officer (president, vice president, dean, or director), and is responsible for the conduct of the scientific diving program of the institution. They have routine operational authority for this program, including the conduct of training and certification, approval of dive plans, maintenance of diving records, and ensuring compliance with this standard and all relevant regulations of the membership organization. This organizational structure goes back to the model developed at the Scripps Institution of Oceanography in the early 1950s. The model spread from there to the other campuses of the University of California, then to other California institutions, and then nationwide. It served as the model accepted by the AAUS and the Occupational Safety and Health Administration.[ citation needed ]

Scuba diving is a mode of underwater diving whereby divers use breathing equipment that is completely independent of a surface breathing gas supply, and therefore has a limited but variable endurance. The name scuba is an acronym for "Self-Contained Underwater Breathing Apparatus" and was coined by Christian J. Lambertsen in a patent submitted in 1952. Scuba divers carry their own source of breathing gas, usually compressed air, affording them greater independence and movement than surface-supplied divers, and more time underwater than free divers. Although the use of compressed air is common, a gas blend with a higher oxygen content, known as enriched air or nitrox, has become popular due to the reduced nitrogen intake during long or repetitive dives. Also, breathing gas diluted with helium may be used to reduce the effects of nitrogen narcosis during deeper dives.

The American Academy of Underwater Sciences (AAUS) is a group of scientific organizations and individual members who conduct scientific and educational activities underwater. It was organized in 1977 and incorporated in the State of California in 1983.

Divers Alert Network (DAN) is a group of not-for-profit organizations dedicated to improving diving safety for all divers. It was founded in Durham, North Carolina, United States, in 1980 at Duke University providing 24/7 telephonic hot-line diving medical assistance. Since then the organization has expanded globally and now has independent regional organizations in North America, Europe, Japan, Asia-Pacific and Southern Africa.

Scientific diving is the use of underwater diving techniques by scientists to perform work underwater in the direct pursuit of scientific knowledge. The legal definition of scientific diving varies by jurisdiction. Scientific divers are normally qualified scientists first and divers second, who use diving equipment and techniques as their way to get to the location of their fieldwork. The direct observation and manipulation of marine habitats afforded to scuba-equipped scientists have transformed the marine sciences generally, and marine biology and marine chemistry in particular. Underwater archeology and geology are other examples of sciences pursued underwater. Some scientific diving is carried out by universities in support of undergraduate or postgraduate research programs, and government bodies such as the United States Environmental Protection Agency and the UK Environment Agency carry out scientific diving to recover samples of water, marine organisms and sea, lake or riverbed material to examine for signs of pollution.

Its foundation in Monaco during January 1959 makes it one of the world's oldest underwater diving organisations.

A Diving certification or C-card is a document recognizing that an individual or organization authorized to do so, "certifies" that the bearer has completed a course of training as required by the agency issuing the card. This is assumed to represent a defined level of skill and knowledge in underwater diving. Divers carry a qualification record or certification card which may be required to prove their qualifications when booking a dive trip, hiring scuba equipment, having diving cylinders filled, or in the case of professional divers, seeking employment.

Diver training is the set of processes through which a person learns the necessary and desirable skills to safely dive underwater within the scope of the diver training standard relevant to the specific training programme. Most diver training follows procedures and schedules laid down in the associated training standard, in a formal training programme, and includes relevant foundational knowledge of the underlying theory, including some basic physics, physiology and environmental information, practical skills training in the selection and safe use of the associated equipment in the specified underwater environment, and assessment of the required skills and knowledge deemed necessary by the certification agency to allow the newly certified diver to dive within the specified range of conditions at an acceptable level of risk. Recognition of prior learning is allowed in some training standards.

John Morgan Wells was a marine biologist, and physiologist involved in the development of decompression systems for deep diving, and the use of nitrox as a breathing gas for diving. He is known for developing the widely used NOAA Nitrox I and II mixtures and their decompression tables in the late 1970s, the deep diving mixture of oxygen, helium, and nitrogen known as NOAA Trimix I, for research in undersea habitats, where divers live and work under pressure for extended periods, and for training diving physicians and medical technicians in hyperbaric medicine.

The history of scuba diving is closely linked with the history of the equipment. By the turn of the twentieth century, two basic architectures for underwater breathing apparatus had been pioneered; open-circuit surface supplied equipment where the diver's exhaled gas is vented directly into the water, and closed-circuit breathing apparatus where the diver's carbon dioxide is filtered from the exhaled breathing gas, which is then recirculated, and more gas added to replenish the oxygen content. Closed circuit equipment was more easily adapted to scuba in the absence of reliable, portable, and economical high pressure gas storage vessels. By the mid-twentieth century, high pressure cylinders were available and two systems for scuba had emerged: open-circuit scuba where the diver's exhaled breath is vented directly into the water, and closed-circuit scuba where the carbon dioxide is removed from the diver's exhaled breath which has oxygen added and is recirculated. Oxygen rebreathers are severely depth limited due to oxygen toxicity risk, which increases with depth, and the available systems for mixed gas rebreathers were fairly bulky and designed for use with diving helmets. The first commercially practical scuba rebreather was designed and built by the diving engineer Henry Fleuss in 1878, while working for Siebe Gorman in London. His self contained breathing apparatus consisted of a rubber mask connected to a breathing bag, with an estimated 50–60% oxygen supplied from a copper tank and carbon dioxide scrubbed by passing it through a bundle of rope yarn soaked in a solution of caustic potash. During the 1930s and all through World War II, the British, Italians and Germans developed and extensively used oxygen rebreathers to equip the first frogmen. In the U.S. Major Christian J. Lambertsen invented a free-swimming oxygen rebreather. In 1952 he patented a modification of his apparatus, this time named SCUBA, an acronym for "self-contained underwater breathing apparatus," which became the generic English word for autonomous breathing equipment for diving, and later for the activity using the equipment. After World War II, military frogmen continued to use rebreathers since they do not make bubbles which would give away the presence of the divers. The high percentage of oxygen used by these early rebreather systems limited the depth at which they could be used due to the risk of convulsions caused by acute oxygen toxicity.

Diving regulations are the stipulations of the delegated legislation regarding the practice of underwater diving. They apply within the national territory and territorial waters of a country. In most cases they apply to occupational diving, but in a few cases also to recreational diving. There are exemptions for recreational diving in some cases where it is recognised as a self-regulated industry. Offshore diving is generally outside the scope of diving regulations, and tends to be self-regulated through voluntary membership of industry organisations.

The Underwater Association (UA) was a research association focused on the conduct of research underwater by diving scientists and archaeologists. It was established by a group of UK scientists in Malta in 1966 to assist in the organisation and publication of British diving science. Membership grew to over 400, with approximately one third joining from outside the UK. From 1972 to 1979 the UA published a Code of Practice for scientific diving. This was expanded in 1987 and 1990 to form the UNESCO Code of practice. Membership declined in the late 1980s, and the UA merged with the Society for Underwater Technology in 1992.

<span class="mw-page-title-main">Andreas Rechnitzer</span> American oceanographer.and scuba diving pioneer

Andreas Buchwald Rechnitzer was an American oceanographer. With Carl Hubbs, he discovered the striped yellow butterfly fish that served as the logo of Birch Aquarium. He helped develop the first SCUBA diving training program for ocean scientists, which included such innovations as ditch-and-don, buddy breathing, and the buddy system. He was a member of the US Navy Office of Naval Research team that negotiated the purchase of the bathyscape Trieste, and was the scientist in charge of Project Nekton in 1960, during which the Trieste entered the Challenger Deep, the deepest surveyed point in the world's oceans. For this he received the Navy Distinguished Civilian Service Award. He joined the scientific staff of the Chief of Naval Operations, where he was the Oceanographer of the Navy from 1970 to 1984, and was the Senior Scientist at Science Applications International Corporation from 1985 to 1998.
