Political make-up of local councils in the United Kingdom

This article documents the strengths of political parties in the 317 local authorities of England, [1] 32 local authorities of Scotland, [2] 22 principal councils of Wales [3] and 11 local councils of Northern Ireland. [4]

Contents

England's 317 local authorities are made up of: 32 London borough councils, 21 county councils and 164 district councils (two tiers of local government which share responsibility for the same physical area), 36 metropolitan district councils, 62 unitary authorities, and 2 sui generis authorities, the City of London Corporation and Council of the Isles of Scilly. [1]

This article does not cover the Greater London Authority or the 10 combined authorities of England (and their respective mayors). [1] It also doesn't cover the 35 police and crime commissioners or the four police, fire and crime commissioners in England and Wales. [5] And it also doesn't include the thousands of parish/local councils of England, [6] community councils of Scotland [7] and community councils of Wales. [3]

English local authorities have a choice of executive arrangements out of a mayor and cabinet executive, a leader and cabinet executive, a committee system or alternative arrangements approved by the Secretary of State. [1] Councils in England [1] and Northern Ireland [8] run on four year cycles, while councils in Scotland [9] and, from 2022, in Wales [10] run on five year cycles. An English local authority's councillors may be elected all at once, by halves or by thirds. [1] Because of this disparate system, various local elections take place every year, but changes in party representation arise frequently regardless due to resignations, deaths, by-elections, co-options and changes of affiliation.

Political control of local government in England

The table below shows who has political control of each of the 21 non-metropolitan county councils (NMC), the 62 unitary authorities (UA), the 36 metropolitan districts (MD), the 32 London boroughs (LB) as well as the 2 sui generis entities: the City of London (CL) and the Isles of Scilly (IS). In total, 153 local government councils.

The table differentiates between councils fully controlled by one party and others where a certain party leads a coalition that governs the council. All parties apart from the Conservatives (CON), Labour (LAB) and Liberal Democrats (LDM); as well as independents, are grouped in the category: OTHER.

    All 32 Scottish Councils had all their seats up for election by Single Transferable Vote in May 2022. Elections are on a five-year cycle and are next due in May 2027. Only two mainland councils are controlled by majority administrations: Dundee and West Dumbartonshire, which are controlled by Scottish Labour and the Scottish National Party, respectively. The three island councils (Orkney, Shetland and the Western Isles) are each controlled by local independents.

        The politics of Scotland operate within the constitution of the United Kingdom, of which Scotland is a country. Scotland is a democracy, being represented in both the Scottish Parliament and the Parliament of the United Kingdom since the Scotland Act 1998. Most executive power is exercised by the Scottish Government, led by the first minister of Scotland, the head of government in a multi-party system. The judiciary of Scotland, dealing with Scots law, is independent of the legislature and the Scottish Government, and is headed by the Lord Advocate who is the principal legal adviser to the Scottish Government. Scots law is primarily determined by the Scottish Parliament. The Scottish Government shares limited executive powers, notably over reserved matters, with the Scotland Office, a British government department led by the Secretary of State for Scotland.

        <span class="mw-page-title-main">Metropolitan Borough of Wirral</span> Metropolitan borough in England

        The Metropolitan Borough of Wirral is a metropolitan borough of Merseyside, in North West England. It has a population of 322,453 (2022), and encompasses 62 square miles (161 km2) of the northern part of the Wirral Peninsula. Major settlements include Birkenhead, Wallasey, Bebington, Heswall, Hoylake and West Kirby. Wirral is England's westernmost metropolitan borough, faced by the city of Liverpool to the northeast over the River Mersey.

        In the context of local authorities in the United Kingdom and local government in Australia, no overall control is a situation in which no single political group achieves a majority of seats, comparably to a hung parliament. Of the 248 councils who had members up for election in the 2019 local elections, 73 resulted in a NOC administration. In the 2021 local elections, 14 resulted in no overall control. Outside of the UK, the term may be applied to other local authorities, such as the local councils of Malta and the General Assembly of Budapest in Hungary.

        <span class="mw-page-title-main">2007 United Kingdom local elections</span>

        The 2007 United Kingdom local elections were held on Thursday 3 May 2007. These elections took place in most of England and all of Scotland. There were no local government elections in Wales though the Welsh Assembly had a general election on the same day. There were no local government elections in Northern Ireland. Just over half of English councils and almost all the Scottish councils began the counts on Friday, rather than Thursday night, because of more complex arrangements regarding postal votes.

        2012 Elections to East Lothian Council were held on 3 May 2012, on the same day as the other Scottish local government elections. The election used the 7 wards created as a result of the Local Governance (Scotland) Act 2004, with each ward electing three or four councillors using the single transferable vote system form of proportional representation, with 23 councillors elected.

        <span class="mw-page-title-main">2014 United Kingdom local elections</span>

        The 2014 United Kingdom local elections were held on 22 May 2014. Usually these elections are held on the first Thursday in May but were postponed to coincide with the 2014 European Parliament Elections. Direct elections were held for all 32 London boroughs, all 36 metropolitan boroughs, 74 district/borough councils, 19 unitary authorities and various mayoral posts in England and elections to the new councils in Northern Ireland.

        <span class="mw-page-title-main">2017 Scottish local elections</span>

        The 2017 Scottish local elections were held on Thursday 4 May, in all 32 local authorities. The SNP retained its position as the largest party in terms of votes and councillors, despite suffering minor losses. The Conservatives made gains and displaced Labour as the second largest party, while the Liberal Democrats suffered a net loss of councillors despite increasing their share of the vote. Minor parties and independents polled well; and independent councillors retained majority control over the three island councils. For the first time since the local government reforms in 1995, all mainland councils fell under no overall control.

        The 2022 United Kingdom local elections took place on Thursday 5 May 2022. These included elections for all London borough councils, and for all local authorities in Wales and Scotland. Most seats in England were last up for election in 2018 and in Scotland and Wales in 2017. The elections coincided with the 2022 Northern Ireland Assembly election. In 91 cases, most of them in Wales, council seats were uncontested, each having only one candidate. Three seats in Scotland remained unfilled as no one nominated to fill them.

        The 2022 St Helens Metropolitan Borough Council election took place on 5 May 2022.
