Public sector undertakings in Kerala are of two types, public sector units in which majority shares are owned by Union Government and public sector units in which majority shares are owned by State Government. Public sector undertakings in Kerala, [1] [2] i.e. enterprises in which majority shareholder is Government of Kerala are generally divided into Manufacturing & Non-Manufacturing. Some of the PSUs such as Kinfra, KSIDC, SIDCO etc. are promotional agencies. [3] As of 2004 there were 104 enterprises spread over 14 different sectors of Kerala economy. These sectors are as varied as engineering, electronics to wood products & welfare agencies. Eleven units are joint venture of Kerala government with the central government. Most of state PSUs units are under Department of Industries & Commerce (85 enterprises).

In 2002, it was reported that Kerala government have chosen to either restructure or close the loss-making enterprises and has no plan for privatisation. [5] As per CAG report for 2008-2009, Kerala PSUs lack accountability, and needs improvement for imbibing professionalism and efficiency. It showed an incurred loss of ₹589 crore. Losses in PSUs were attributed to poor financial management, planning, implementation of projects, running of operations and monitoring. [6] In 2012–13, out of the 78 PSUs which had finalised their accounts during that fiscal year, 45 PSUs earned a total profit of ₹666.86 crore and 31 PSUs incurred loss of ₹607.34 crore, as per CAG report. Kerala State Beverages Corporation was the most profit making PSU, while the Kerala State Electricity Board incurred an operational loss of ₹3,758.17 crore. [7]
In a 2016 study, Kochi-based think tank Centre for Public Policy and Research stated that Kerala government should take a cue from the disinvestment process initiated at the Centre and initiate it at the State level, as Kerala has the case of large number of PSUs in the state that were closed, as they were not able to withstand the competition in the market. [8] During the fiscal year 2016-2017, PSUs in Kerala incurred a net loss of ₹80.67 crore. According to Kerala's state industrial department, the PSUs had a combined net profit of ₹106.91 crore in 2017-2018; there were total 42 PSUs. [9] In 2018–19, 17 PSUs had registered operational profit, according to the state industrial department. [10] For the fiscal year 2020-21, the annual review report by the Bureau of Public Enterprises calculated a total net loss of ₹6,055.47 crore from public enterprises in the state. Among these, 63 enterprises were loss-making, while 50 managed to make a profit. Top 10 loss-making enterprises together contributed to 95.39 percent of the total losses. KSRTC topped with a loss of ₹1,976.03 crore which was 30.08% of the total loss, KSEB came second with a loss of ₹1,822.35 crore, representing 27.74% of the total loss, and Kerala State Beverages Corporation came third with a loss of ₹1,608.17 crore, accounting 24.48 percent of total loss. Steel Authority of India Limited (SAIL) is a central public sector undertaking (PSU) based in New Delhi, India. It is under the ownership of the Ministry of Steel, Government of India with an annual turnover of ₹105,398 crore (US$13 billion) for the fiscal year 2022-23. Incorporated on 24 January 1973, SAIL has 57,139 employees. With an annual production of 18.29 million metric tons, It is the largest government owned steel producer. The hot metal production capacity of the company will further increase and is expected to reach a level of 50 million tonnes per annum by 2025.
The economy of Kerala is the 9th largest in India, with an annual gross state product (GSP) of ₹9.78 lakh crore in 2020–2021. Per-capita GSP of Kerala during the same period is ₹257,711 (US$3,100), the sixth largest in India. In 2019–20, the tertiary sector contributed around 63% of the state's GSVA, compared to 28% by secondary sector, and 8% by primary sector.
Hindustan Newsprint Ltd. (HNL) was a government company in the Indian Central Public Sector. HNL was incorporated under the Companies Act, 1956, on 7 June 1983, in Kottayam district, Kerala. HNL is a former fully owned subsidiary of Hindustan Paper Corporation Limited (HPC) which is fully owned by Government of India. It is now a public sector undertaking under Government of Kerala. It was renamed as Kerala Paper Products Limited (KPPL) in 2021.

Rashtriya Ispat Nigam Ltd,, also known as Vizag Steel, is a central public sector undertaking under the ownership of Ministry of Steel, Government of India based in Visakhapatnam, India. Rashtriya Ispat Nigam Limited (RINL) is the government entity of Visakhapatnam Steel Plant (VSP), India's first shore-based integrated steel plant built with state-of-the-art technology. Visakhapatnam Steel Plant (VSP) is a 7.3 MTPA plant. It was commissioned in 1992 with a capacity of 3.0 MTPA of liquid steel. The cpsu subsequently completed its capacity expansion to 6.3 MTPA in April 2015 and to 7.3 MTPA in December 2017. The PSU is having one subsidiary, viz. Eastern Investment Limited (EIL) with 51% shareholding, which in turn is having two subsidiaries, viz. M/s Orissa Mineral Development Company Ltd (OMDC) and M/s Bisra Stone Lime Company Ltd (BSLC). The CPSU has a partnership in RINMOIL Ferro Alloys Private Limited and International Coal Ventures Limited in the form of Joint Ventures with 50% and 26.49% shareholding respectively.

Public Sector Undertakings (PSU) in India are government-owned entities in which at least 51% of stake is under the ownership of the Government of India or state governments.These type of firms can also be a joint venture of multiple PSUs. These entities perform commercial functions on behalf of the government. Depending on the level of government ownership, PSUs are officially classified into two categories: Central Public Sector Undertakings (CPSUs), owned by the central government or other CPSUs; and State Public Sector Undertakings (SPSUs), owned by state governments. CPSU and SPSU is further classified into Strategic Sector and Non-Strategic Sector. Depending on their financial performance and progress, CPSUs are granted the status of Maharatna, Navaratna, and Miniratna.
The Oriental Insurance Company Ltd. (OICL) is an Indian public sector insurance company owned by the Government of India and administered by the Ministry of Finance. Headquartered in New Delhi, the company has 29 regional offices and more than 2,000 active branches nationwide. It also has branches in Nepal, Kuwait, and Dubai that together yielded a Gross Premium of ₹377.70 crore (US$45 million) during the year 2022-23. It recorded a gross premium of ₹15,993 crore (US$1.9 billion) in the financial year 2022–23.
Disinvestment in Public sector undertakings in India is a process of public asset sales done by the President of India on behalf of the Government of India. It can be directly offered for sale to the private sector or indirectly done through a bidding process. The Public Enterprises Survey (2015–16), brought out by the Department of Public Enterprises, Ministry of Heavy Industries, & Government of India on the performance of Central Public Sector Enterprises was placed in both the Houses of Parliament on 21 March 2017. There were 331 CPSEs in 2017-18, out of which 257 were in operation. The remaining 74 of the CPSEs were being established.
Kerala Electrical & Allied Engineering Co. Ltd., also known as KEL, is one among the largest productive public sector undertaking, fully owned company by the Government of Kerala. The company was founded in 1964 and is based in Kochi, India.
MSTC Limited is a central public sector undertakings under the Ministry of Steel, Government of India. It is involved in diversified e-commerce services. Its corporate office is in Kolkata, West Bengal with regional branch offices in various other cities. The company reported a net profit of INR 112.95 crore for fiscal year 2020-21. Incorporated on 9 September 1964, MSTC has 344 employees.
The Kerala Ceramics Limited is a fully owned Government of Kerala ceramics products manufacturing company, situated at Kundara in Kollam city, India. The company produce earthenware and spray dried coating grade as well as filler grade Kaolin for paint, paper manufacturing industries.
Disinvestment in India is a policy of the Government of India, wherein the Government liquidates its assets in the Public sector Enterprises partially or fully. The decision to disinvest is mainly to reduce the fiscal burden and bridge the revenue shortfall of the government. The key engine in achieving growth in India during post-independence was played by Public Sector Enterprises (PSE). Among other responsibilities of PSE's post-independence, the social and developmental obligations of the nation were most important, which resulted in these units escaping competitive race. Later on the activities of the PSU's were divergent, concentrating towards more non-core areas like hotels and consumer goods among others. Further, the public enterprises were used as tools for political and bureaucratic manipulation; which was consequential in low capacity utilization, reduced productivity, failure to innovate, and complex decision-making processes on vital issues of development.
