Lubbock is the 11th-most populous city in the U.S. state of Texas and the county seat of Lubbock County. With a population of 258,862 in 2019, the city is also the 84th-most populous in the United States. He has served as an instructor of criminal justice and political science at Wayland Baptist University's Lubbock campus. Although Texas elections for mayors are explicitly nonpartisan, Martin is regarded as a Republican.

Dustin Ray Burrows is an attorney and businessman in his native Lubbock, Texas, who is a Republican member of the Texas House of Representatives from District 83 in West Texas, and Chairman of the House Ways and Means Committee. The district includes a large portion of Lubbock County and all of Gaines, Borden, Scurry, Terry, Lynn and Mitchell Counties. On January 13, 2015, he succeeded Charles Perry, who won a special election in the summer of 2014 to the Texas State Senate. In the recent November, 2020 election, Burrows was re-elected with almost 80% of the vote.
