A National Scenic Byway is a road recognized by the United States Department of Transportation for one or more of six "intrinsic qualities": archeological, cultural, historic, natural, recreational, and scenic. The program was established by Congress in 1991 to preserve and protect the nation's scenic but often less-traveled roads and promote tourism and economic development. The National Scenic Byways Program (NSBP) is administered by the Federal Highway Administration (FHWA).

Contents

Some scenic byways are designated All-American Roads, which must meet two out of the six intrinsic qualities. The designation means they have features that do not exist elsewhere in the United States and are unique and important enough to be tourist destinations unto themselves. As of January 21, 2021, there are 184 National Scenic Byways located in 48 states (all except Hawaii and Texas). [2]

History

The NSBP was established under the Intermodal Surface Transportation Efficiency Act of 1991, which provided $74.3 million in discretionary grants. On May 18, 1995, FHWA specified the intrinsic qualities that would serve as criteria for designating road as National Scenic Byways or All-American Roads. In September U.S. Transportation Secretary Federico Peña announced the first 14 National Scenic Byways and six All-American Roads. On June 9, 1998, the Transportation Equity Act for the 21st Century (TEA-21) provided $148 million to states so they could develop state roads to take advantage of the program.

On August 10, 2005, President George W. Bush signed the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), which provided $175 million to states and Indian tribes. On October 16, 2009, U.S. Transportation Secretary Ray LaHood designated 37 new roads as National Scenic Byways and five new All-American Roads. [3] The U.S. Department of Transportation approved the designation on January 19, 2021, of 34 new roads as National Scenic Byways, in addition to 15 new All-American Roads. [4]

Requirements

National Scenic Byways go through a nomination procedure. They must already be designated state scenic byways to be nominated (However, roads that meet all criteria for national designation but not state designation may be considered for national designation on a case-by-case basis). [5]

Intrinsic qualities

For designation as a National Scenic Byway a road must have one of six intrinsic qualities. To be designated an All-American Road, a road must have at least two of the six qualities. [5]

Corridor management plans

A corridor management plan must also be developed, with community involvement, and the plan "should provide for the conservation and enhancement of the byway's intrinsic qualities as well as the promotion of tourism and economic development". The plan includes, but is not limited to:

The final step is when the highway (or highways) is approved for designation by the United States Secretary of Transportation. [5]

A Pure Michigan Byway is the designation for a segment of the State Trunkline Highway System in the US state of Michigan that is a "scenic, recreational, or historic route that is representative of Michigan's natural and cultural heritage." The designation was created with the name Michigan Heritage Route by the state legislature on June 22, 1993, and since then six historic, seven recreational and seven scenic byways have been designated by the Michigan Department of Transportation (MDOT), and another two have been proposed. These byways have been designated in both the Upper and Lower peninsulas of the state. The current name was adopted on December 30, 2014, and it references the Pure Michigan tourism marketing campaign.

The San Juan Skyway Scenic and Historic Byway is a 236-mile (380 km) All-American Road, National Forest Scenic Byway, and Colorado Scenic and Historic Byway located in Dolores, La Plata, Montezuma, San Juan, and San Miguel counties, Colorado, United States. The byway forms a loop in southwestern Colorado traversing the heart of the San Juan Mountains. The San Juan Skyway reaches its zenith at Red Mountain Pass at elevation 11,018 feet (3,358 m). Mesa Verde National Park was one of the original UNESCO World Heritage Sites. The Silverton Historic District and the Telluride Historic District are National Historic Landmarks.

<span class="mw-page-title-main">Arkansas Scenic Byways</span>

The Arkansas Scenic Byways Program is a list of highways, mainly state highways, that have been designated by the Arkansas Department of Transportation (ArDOT) as scenic highways. The Arkansas General Assembly designates routes for scenic byway status upon successful nomination. For a highway to be declared scenic, a group interested in preserving the scenic, cultural, recreational, and historic qualities of the route must be created. Mayors of all communities along the route and county judges from each affected county must be included in the organization. Scenic highways are marked with a circular shield in addition to regular route markers.

<span class="mw-page-title-main">Crowley's Ridge Parkway</span>

Crowley's Ridge Parkway is a 212.0-mile-long (341.2 km) National Scenic Byway in northeast Arkansas and the Missouri Bootheel along Crowley's Ridge in the United States. Motorists can access the parkway from US Route 49 (US 49) at its southern terminus near the Helena Bridge over the Mississippi River outside Helena-West Helena, Arkansas, or from Missouri Route 25 (Route 25) near Kennett, Missouri. The parkway runs along Crowley's Ridge, a unique geological formation, and also parts of the St. Francis National Forest, the Mississippi River and the Mississippi Alluvial Plain. Along the route are many National Register of Historic Places properties, Civil War battlefields, parks, and other archeological and culturally significant points.

The River Road National Scenic Byway is a National Scenic Byway and National Forest Scenic Byway in the US state of Michigan. This 23+1⁄2-mile-long (37.8 km) byway follows M-65 and River Road; it extends eastward into the Huron National Forest and ends in the historic community of Oscoda near Lake Huron. The road parallels the historic Au Sable River which has historically been a major transportation route for floating Michigan's giant white pine from the forest to the saw mill towns on Lake Huron. Along its course, the roadway offers access to several recreational areas as well as the local scenery. The section of the River Road that follows M-65 was added to the State Trunkline Highway System in the 1930s. The River Road was given National Forest Scenic Byway status in 1988, and National Scenic Byway status in 2005.

Many roads and highways in the United States are labeled scenic byways for having exceptional scenic, historical, archaeological, natural, cultural, or recreational significance. These scenic routes are usually formally designated by national, state, or local agencies in recognition of these qualities, and many are also preserved or managed with special legislation and funding beyond what is required for ordinary road maintenance.

Minnesota Scenic Byways are a system of roads in the U.S. state of Minnesota which pass through areas of scenic, cultural, or recreational significance. There are currently 22 scenic byways in the system with a total length of 2,948 miles (4,744 km). Eight of these byways are also designated as National Scenic Byways, and the North Shore Scenic Drive is further designated as an All-American Road.
