Determining the world's largest cities depends on which definitions of city are used, as well as the criteria used for size: this article focuses on population. The United Nations uses three definitions for what constitutes a city, as not all cities may be classified using the same criteria. [1] Cities may be defined as the cities proper, the extent of their urban area, or their metropolitan regions. [1]

City Large and permanent human settlement

A city is a large human settlement. Cities generally have extensive systems for housing, transportation, sanitation, utilities, land use, and communication. Their density facilitates interaction between people, government organizations and businesses, sometimes benefiting different parties in the process.

United Nations Intergovernmental organization

The United Nations (UN) is an intergovernmental organization tasked with maintaining international peace and security, developing friendly relations among nations, achieving international co-operation, and being a centre for harmonizing the actions of nations. It was established after World War II, with the aim of preventing future wars, and succeeded the ineffective League of Nations. Its headquarters, which are subject to extraterritoriality, are in Manhattan, New York City, and it has other main offices in Geneva, Nairobi, Vienna and The Hague. The organization is financed by assessed and voluntary contributions from its member states. Its objectives include maintaining international peace and security, protecting human rights, delivering humanitarian aid, promoting sustainable development, and upholding international law. The UN is the largest, most familiar, most internationally represented and most powerful intergovernmental organization in the world. At its founding, the UN had 51 member states; there are now 193.

The Globalization and World Cities Research Network, commonly abbreviated to GaWC, is a think tank that studies the relationships between world cities in the context of globalization. It is based in the geography department of Loughborough University in Leicestershire, England, United Kingdom. GaWC was founded by Peter J. Taylor in 1998, Together with Jon Beaverstock and Richard G. Smith, they create the GaWC's bi-annual categorization of world cities into "Alpha", "Beta" and "Gamma" tiers, based upon their international connectedness.

Common methods for defining the boundaries of a city

City proper (administrative)

A city can be defined by its administrative boundaries (city proper). World Urbanization Prospects, a UN publication, defines population of a city proper as "the population living within the administrative boundaries of a city or controlled directly from the city by a single authority." UNICEF [1] defines city proper as "the population living within the administrative boundaries of a city or controlled directly from the city by a single authority". A city proper is a locality defined according to legal or political boundaries and an administratively recognised urban status that is usually characterised by some form of local government. [2] [3] [4] Cities proper and their boundaries and population data may not include suburbs. [5]

City proper city proper

A city proper is the area contained within city limits. A city proper is not limited to a city; it can describe the complete area of any locality that fits the definition. The United Nations defines the term as "the single political jurisdiction which contains the historical city centre."

The use of city proper as defined by administrative boundaries may not include suburban areas where an important proportion of the population working or studying in the city lives. [5] Because of this definition, the city proper population figure may differ greatly with the urban area population figure, as many cities are amalgamations of smaller cities (Australia), and conversely, many Chinese cities govern territories that extend well beyond the traditional "city proper" into suburban and rural areas. Metropolitan area

A city can be defined by the inhabitants of its demographic population, as by metropolitan area, labour market area, or similar in a metropolitan area. UNICEF [1] defines metropolitan area as follows:

Metropolitan area region consisting of a densely populated urban core and its less-populated but economically-linked surroundings

A metropolitan area, sometimes referred to as a metro area or commuter belt, is a region consisting of a densely populated urban core and its less-populated surrounding territories, sharing industry, infrastructure, and housing. A metro area usually comprises multiple jurisdictions and municipalities: neighborhoods, townships, boroughs, cities, towns, exurbs, suburbs, counties, districts, states, and even nations like the eurodistricts. As social, economic and political institutions have changed, metropolitan areas have become key economic and political regions. Metropolitan areas include one or more urban areas, as well as satellite cities, towns and intervening rural areas that are socioeconomically tied to the urban core, typically measured by commuting patterns. In the United States, the concept of the metropolitan statistical area has gained prominence. Metropolitan areas may themselves be part of larger megalopolises.

A formal local government area comprising the urban area as a whole and its primary commuter areas, typically formed around a city with a large concentration of people (i.e., a population of at least 100,000). In addition to the city proper, a metropolitan area includes both the surrounding territory with urban levels of residential density and some additional lower-density areas that are adjacent to and linked to the city (e.g., through frequent transport, road linkages or commuting facilities).

Urban area

A city can be defined as a conditionally contiguous urban area, without regard to territorial or other boundaries inside an urban area. UNICEF [1] defines urban area as follows:

An urban area or urban agglomeration is a human settlement with high population density and infrastructure of built environment. Urban areas are created through urbanization and are categorized by urban morphology as cities, towns, conurbations or suburbs. In urbanism, the term contrasts to rural areas such as villages and hamlets and in urban sociology or urban anthropology it contrasts with natural environment. The creation of early predecessors of urban areas during the urban revolution led to the creation of human civilization with modern urban planning, which along with other human activities such as exploitation of natural resources leads to human impact on the environment.

UNICEF development policy organization of the UN

The United Nations Children's Fund (UNICEF), originally known as the United Nations International Children's Emergency Fund, was created by the United Nations General Assembly on 11 December 1946, to provide emergency food and healthcare to children and mothers in countries that had been devastated by World War II. The Polish physician Ludwik Rajchman is widely regarded as the founder of UNICEF and observed as its first chairman from 1946 to 1950, when he had to flee the United States in the wake of McCarthyism. Rajchman is to this day the only person that served as UNICEF's Chairman for longer than 2 years. On Rajchman's suggestion, the American Maurice Pate was appointed its first executive director, serving from 1947 until his death in 1965. In 1950, UNICEF's mandate was extended to address the long-term needs of children and women in developing countries everywhere. In 1953 it became a permanent part of the United Nations System, and the words "international" and "emergency" were dropped from the organization's name, though it retained the original acronym, "UNICEF".

The definition of "urban" varies from country to country, and, with periodic reclassification, can also vary within one country over time, making direct comparisons difficult. An urban area can be defined by one or more of the following: administrative criteria or political boundaries (e.g., area within the jurisdiction of a municipality or town committee), a threshold population size (where the minimum for an urban settlement is typically in the region of 2,000 people, although this varies globally between 200 and 50,000), population density, economic function (e.g., where a significant majority of the population is not primarily engaged in agriculture, or where there is surplus employment) or the presence of urban characteristics (e.g., paved streets, electric lighting, sewerage).

The Tibet Autonomous Region (TAR) or Xizang Autonomous Region, called Tibet or Xizang for short, is a province-level autonomous region in southwest China. Located at the Jianghan Plain in the middle of Hubei province and spanning 112°55' – 113°49' east longitude and 30°04' – 30°32' north latitude, Xiantao City covers an area of 2,538 km2 (980 sq mi). Xiantao is the hometown of author Chi Li.

Binyang County County in Guangxi, Peoples Republic of China

Binyang County is under the administration of Nanning, the capital of Guangxi Zhuang Autonomous Region, China, with a permanent population of 782,255 and a hukou population of 1,051,373 as of the 2010 Census. It borders the prefecture-level cities of Laibin to the northeast and Guigang to the east. The main highways passing near the county seat are China National Highways 322 and 324. The local economy is based mostly on industry and services. The county seat is Binzhou Town, known as one of the oldest towns in Guangxi which has population over 200,000 people. People speak Binyanghua in Binyang, which is a branch of Cantonese.

Hannan District District in Hubei, Peoples Republic of China

Hannan District is one of 13 districts of Wuhan, the capital of Hubei province, People's Republic of China. It is the least-populous of Wuhan's districts, and is situated on the northern (left) bank of the Yangtze River. It borders the districts of Caidian to the north and Jiangxia to the east across the Yangtze, as well as the prefecture-level cities of Xianning and Jingzhou to the south; it also borders the directly administered county-level city of Xiantao to the west.

Hecheng District District in Hunan, Peoples Republic of China

Hecheng District is the only urban district of the prefecture-level city of Huaihua, Hunan Province, China.

Chenxi County County in Hunan, Peoples Republic of China

Chenxi County is a county in Hunan Province, China, it is under the administration of Huaihua prefecture-level City.

The registered population of Beijing Municipality consists of people holding either Beijing permanent residence hukou permits or temporary residence permits. The 2010 census revealed that the official total population in Beijing was 19,612,368, representing a 44% increase over the last decade. In 2006, the population of the urban core was 13.33 million, 84.3 percent of the total municipal population, which officially stood at 15.81 million. Urban sprawl continues at a rapid pace.
