This is a list of all the rural districts, urban districts and municipal boroughs in England as they existed prior to the entry into force of the Local Government Act 1972 on 1 April 1974. There were 1086 such districts and boroughs at this time, the result of a gradual consolidation since their formation in 1894. Apart from these, England also had 79 county boroughs.

Avon was a non-metropolitan and ceremonial county in the west of England that existed between 1974 and 1996. The county was named after the River Avon, which flows through the area. It was formed from the county boroughs of Bristol and Bath, together with parts of the administrative counties of Gloucestershire and Somerset.
The North Riding of Yorkshire was a subdivision of Yorkshire, England, alongside York, the East Riding and West Riding. The riding's highest point was at Mickle Fell at 2,585 ft (788 m).
The counties of England are divisions of England. Counties have been used as administrative areas in England since Anglo-Saxon times. There are two main legal definitions of the counties in modern usage: the 84 counties for the purposes of local government, and the 48 counties for the purposes of lieutenancy, also termed the ceremonial counties.
County borough is a term introduced in 1889 in the United Kingdom of Great Britain and Ireland, to refer to a borough or a city independent of county council control, similar to the unitary authorities created since the 1990s. An equivalent term used in Scotland was a county of city. They were abolished by the Local Government Act 1972 in England and Wales, but continue in use for lieutenancy and shrievalty in Northern Ireland. In the Republic of Ireland they remain in existence but have been renamed cities under the provisions of the Local Government Act 2001. The Local Government (Wales) Act 1994 re-introduced the term for certain "principal areas" in Wales. Scotland did not have county boroughs but instead had counties of cities. These were abolished on 16 May 1975. All four Scottish cities of the time—Aberdeen, Dundee, Edinburgh, and Glasgow—were included in this category. There was an additional category of large burgh in the Scottish system, which were responsible for all services apart from police, education and fire.
East Staffordshire is a local government district with borough status in Staffordshire, England. The council is based in Burton upon Trent. The borough also contains the town of Uttoxeter and numerous villages and surrounding rural areas.

The Local Government Act 1958 was an Act of the Parliament of the United Kingdom affecting local government in England and Wales outside London. Among its provisions it included the establishment of Local Government Commissions to review the areas and functions of local authorities, and introduced new procedures for carrying these into action.
The Local Government Commission for England was established by the Local Government Act 1958 to review the organisation of local government, and make "such proposals as are hereinafter authorised for effecting changes appearing to the Commissions desirable in the interests of effective and convenient local government". Most of the commission's proposals failed to reach consensus and were not implemented, and the body was dissolved in 1967.
The history of local government in England is one of gradual change and evolution since the Middle Ages. England has never possessed a formal written constitution, with the result that modern administration is based on precedent, and is derived from administrative powers granted to older systems, such as that of the shires.
Staffordshire County Council is the upper-tier local authority for the non-metropolitan county of Staffordshire, England. The non-metropolitan county differs from the ceremonial county, which additionally includes Stoke-on-Trent.
The history of local government in Yorkshire is unique and complex. Yorkshire is the largest historic English county and consists of a diverse mix of urban and rural development with a heritage in agriculture, manufacturing, and mining. After a long period with little change, it has been subject to a number of reforms of local government structures in modern times, some of which were controversial. The most significant of these were the Local Government Act 1972, the 1990s UK local government reform, and the Localism Act 2011. The historic area currently corresponds to several counties and districts and is mostly contained within the Yorkshire and the Humber region.
Administrative counties were subnational divisions of England used for local government from 1889 to 1974. They were created by the Local Government Act 1888, which established an elected county council for each area. Some geographically large historic counties were divided into several administrative counties, each with its own county council. The administrative counties operated until 1974, when they were replaced by a system of metropolitan and non-metropolitan counties under the Local Government Act 1972.
The County Borough of Teesside was a county borough in the north-east of England, which existed for just six years. It was created in 1968 to cover the Teesside conurbation which had grown up around the various port and industrial towns near the mouth of the River Tees. The council was based in Middlesbrough, the area's largest town. The county borough was abolished in 1974 on the creation of the new county of Cleveland, which covered a larger area, with the county borough's territory being split between three of the four districts created in the new county.
The federation of Stoke-on-Trent was the 1910 amalgamation of the six Staffordshire Potteries towns of Burslem, Tunstall, Stoke-upon-Trent, Hanley, Fenton and Longton into the single county borough of Stoke-on-Trent. The federation was one of the largest mergers of local authorities, involving the greatest number of previously separate urban authorities, to take place in England between the nineteenth century and the 1960s. The 1910 federation was the culmination of a process of urban growth and municipal change that started in the early 19th century.
The county of Durham has returned 7 MPs to the UK Parliament since 1983. Under the Local Government Act 1972, which came into effect on 1 April 1974, the boundaries of the historic/administrative county were significantly altered with the north-east of the county, comprising more than half the electorate, being transferred to the new metropolitan county of Tyne and Wear. In addition, the borough of Hartlepool was included in the new county of Cleveland. These changes were reflected in the following redistribution of parliamentary seats which did not come into effect until the 1983 general election, resulting in a reduction in the county's representation from 16 to 7 MPs.
The non-metropolitan county of Cleveland was created under the Local Government Act 1972, which came into effect on 1 April 1974, comprising the urban areas around the mouth of the River Tees, previously parts of the administrative counties of Durham and North Riding of Yorkshire. Although it was abolished in 1996, the four unitary authorities which succeeded it have been considered together for the purposes of reviewing parliamentary boundaries. The area has returned 6 MPs to the UK Parliament since 1983.
