Fahrettin Koca (born 2 January 1965) is a Turkish physician and politician. He was the minister of health of the 67th government of Turkey. [1] [2] [3]
Fahrettin Koca was born on 2 January 1965 into a Kurdish [4] [5] family in the village Ömeranlı,Kulu District,Konya Province. [6] He completed his primary and secondary education in Konya and high school in Bursa. After graduating from Istanbul University Medical School in 1988,he received the title of medical doctor. He completed his specialization in the Department of Child Health and Diseases at the Istanbul University-Cerrahpaşa Medical School.
Koca became a pediatrician in 1995. He worked as a doctor and medical director in various health institutions.
He was the Chairman of the Board of Trustees of Istanbul Medipol University,which was founded in 2009 by the Education Health and Research Foundation (TESA),of which he was the founding president. He is a member of the Turkish Pediatrics Institution,the Pediatric Metabolism and Nutrition Association and the Private Hospitals Health Institutions Association (OHSAD). He is also the vice president of the Business Council of the Foreign Economic Relations Council (DEİK) Education Committee and the president of the University Hospitals Association. [7]
After the 2018 general elections held in accordance with the amendments from the 2017 Turkish constitutional referendum,Koca was appointed as the minister of health by President Recep Tayyip Erdoğan. He took office on 10 July 2018. [8] On July 2,2024,he resigned. He was replaced by Istanbul Provincial Health Director Kemal Memişoğlu. [9]
The Ministry of Health is the ministry of the Government of Turkey responsible for proposing and executing the government policy on health,planning and providing healthcare and protecting consumers. Likewise,it is responsible for proposing and executing the government policy on social cohesion and inclusion,family,protection of minors,youth and of care for dependent or disabled persons. The healthcare system in Turkey has improved in terms of health status especially after implementing the Health Transformation Program (HP) in 2003. "Health for All" was the slogan for this transformation,and HP aimed to provide and finance health care efficiently,effectively,and equitably. By covering most of the population,the General Health Insurance Scheme is financed by employers,employees,and government contributions through the Social Security Institution. Even though HP aimed to be equitable,after 18 years of implementation,there are still disparities between the regions in Turkey. These discrepancies can be seen in terms of infant mortality between rural and urban areas and different parts of the country,although these have been declining over the years. While the under-5 mortality rate in Western Marmara is 7.9,the under-5 mortality rate in Southeastern Asia is two times higher than Western Marmara,with the rate of 16.3 in 2021.
