Mark Drakeford is a Welsh Labour Party politician who has been the First Minister of Wales and Leader of Welsh Labour since 2018. He previously served in the Welsh Government as Cabinet Secretary for Finance from 2016 and 2018 and Minister for Health and Social Services from 2013 and 2016. By 13 March 2020, when the number of reported new cases of COVID-19 became greater than those in China, the World Health Organization (WHO) began to consider Europe the active centre of the COVID-19 pandemic. By 22 May 2020, the WHO said the epicenter had shifted to South America.

The COVID-19 pandemic in the United Kingdom is part of the worldwide pandemic of coronavirus disease 2019 caused by severe acute respiratory syndrome coronavirus 2. The virus reached the UK in late January 2020. As of 24 March 2021, there have been 4.4 million cases confirmed and 127,543 deaths overall among people who had recently tested positive – the world's fourteenth-highest death rate by population and the highest death toll in Europe. There have been 152,919 deaths where the death certificate mentioned COVID by 7 May 2021. The UK's civilian death toll from COVID-19 is greater than that of the Second World War, all combined casualties of war since 1945 and the Great Plague of London. There has been some disparity between the outbreak's severity in each of the four countries. Health in the UK is devolved, with England, Scotland, Wales and Northern Ireland each having their own publicly-funded healthcare systems and governments.

The COVID-19 pandemic was first confirmed to have spread to Scotland on 1 March 2020 with the positive COVID-19 test of a male Tayside resident who had recently travelled between Scotland and northern Italy. The first reported case of community transmission was on 11 March 2020 and the first reported coronavirus death in Scotland was on 13 March 2020.

The COVID-19 pandemic reached Northern Ireland on 27 February 2020. The Department of Health reports 2,153 deaths overall among people who had recently tested positive. The Northern Ireland Statistics and Research Agency reports 2,971 where the death certificate mentioned COVID as one possible cause. Northern Ireland has the lowest COVID death rate per population in the United Kingdom. The vast majority of deaths were among those over the age of 75 and almost half were in care homes. Northern Ireland also has a much higher vaccination rate per population than the neighbouring Republic of Ireland.

Due to the COVID-19 pandemic, a number of non-pharmaceutical interventions colloquially known as lockdowns have been implemented in numerous countries and territories around the world. These restrictions were established to reduce the spread of the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), which causes COVID-19. By April 2020, about half of the world's population was under some form of lockdown, with more than 3.9 billion people in more than 90 countries or territories having been asked or ordered to stay at home by their governments. Although similar disease control measures have been used for hundreds of years, the scale seen in the 2020s is thought to be unprecedented.

The two main public bodies responsible for health in England are NHS England and Public Health England. NHS England oversees the budget, planning, delivery and day-to-day operation of the commissioning side of the NHS in England while PHE's mission is "to protect and improve the nation’s health and to address inequalities". As of 7 April 2021, there have been 3,834,283 total cases and 111,955 deaths in England. In January 2021 it was estimated around 22% of people in England have had COVID-19.
